10隻水獺回來抓魚吃！馬來西亞最髒檳榔河變乾淨了

馬來西亞檳城的雙溪檳榔河被世界衛生組織列為東南亞最髒的河流之一，但是檳城治水委員會主席曹觀友上個月19日PO出水獺出現在河川附近覓食的圖片，並說「水獺以吃魚維生，現在水質改善了，魚回來了，水獺也出現了。」這篇PO文獲得迴響，許多人稱讚當地政府治水有成。
檳榔河之所以會被認為是最髒的河流，是因為附近城鎮的工廠和市集汙水都會匯集到河裡，居民也會把垃圾丟到河中，所以已經很久沒有動物的蹤跡。前總理阿都拉·巴達威還形容，青蛙跳下去3分鐘就會斃命。
為了讓檳榔河變乾淨，檳城政府偕同專業團隊，運用iQPR技術淨化河流，以物理的原理，利用微量元素穿透水分子，產生震波來改善水質，而且達到永恆性的淨化效果。

上個月iQPR技術團隊到河邊採樣時，發現10隻水獺，認為是因為水質變好了，魚回來了，水獺才會出現。曹觀友說，當初花費580萬令吉簽署淨化計畫，如今證明成效，未來目標是，在2017年6月以前，讓水質從原本的4級（非常骯髒）提升到2級（乾淨）。
然而，曹觀友宣布好消息沒幾天，就有民眾發現白色汙水流入檳榔河，還在下游的弄浪河發現魚群集體死亡。對此曹觀友表示遺憾，並且呼籲人們愛護河流，不要當成垃圾場或排汙池。

净化奏效·水质改善 水獭结伴游槟榔河
（槟城20日讯）使用量子反应恒稳技术（IQPR）来净化双溪槟榔河取得奏效，河水水质已经改善，可见到至少10只野生水獭成群结队在河中嬉水。
槟州地方政府、交通管理及治水委员会主席曹观友行政议员于昨午在脸书贴文指，iQPR团队在双溪槟榔发现水獭，水獭是吃鱼为生，这意味着鱼儿已经回到双溪槟榔。
他周六出席鸭加路与调和路社区发展及治安委员会举办的“浮罗园主榴梿直销会”活动后，针对发现水獭现象补充说，iQPR技术团队共发现约10只水獭。
他也咨询了槟州水利灌溉局主任，后者告知这是因为河水的水质有改善，无论如何他表示还需要向河流保护团队索取报告。
双溪槟榔河一度被称为死河，前首相敦阿都拉更形容青蛙跳下去不到3分钟就毙命于双溪槟榔河，凸显该河流的污染程度。同时，世界卫生组织曾将双溪槟榔列为东南亚最肮脏的河流之一，即使煮沸河水饮用也会中毒。
他 也提及，发现水獭的地方是靠近罗弄古力的河边。他说，当初槟州政府花费580万令吉签署净化双溪槟榔河计划合约时，身为治水委员会主席的他须对此负起责 任，如今证明了人民的钱并没有白费。他指，槟州政府与Infinite Acquisitions Sdn Bhd签署为期3年的合约，净化双溪槟榔河，在2017年的6月期限前，将原有第4级（非常肮脏）的水质，提升至第2级（干净）。

（檳城12日訊）檳州治水委員會主席曹觀友坦承，雙溪檳榔河污染程度已回到第3級，檳州政府將撥出580萬令吉，使用微量子反應恆穩技術（IQPR），在未來3年內淨化該河流，希望回到第2級的河流。
他今日在檳首長林冠英陪同下在光大召開記者會指出，雙溪檳榔河污染程度一度被列為最高于第5級，讓前首相敦阿都拉也曾以“青蛙跳下去也會死”形容該河流污染程度。
他說，但中央政府于2010年在“一州一河流”計劃下，挑中雙溪檳榔河，並撥款使用微量子反應恆穩技術淨化該河流后，其污染程度一度從第4級下降至第2級（第1級最低）。
林冠英月底推介動工
“但由于這項計劃只為期1年，淨化工程在2011年停止后，有關公司只負責監督河流情況，讓河流污染程度重新回到第3級，所以州政府自掏腰包，繼續委任有關公司使用微量子反應恆穩技術，進行淨化工程。”
他說，州政府已在去年12月向該公司表明繼續委任的意願，雙方目前已進入敲定合約詳情的階段，預料可在2月尾或3月初由林冠英推介。
他希望這項計劃，讓雙溪檳榔河成為河流淨化工程的典範，並促請中央政府下放撥款，在州內其他河流進行淨化工程，因使用微量子反應恆穩技術的費用極高，動輒需要千萬令吉。
他不忘說明，流污染的源頭可以排污站、商業活動如食肆排放食物殘渣，或工業活動下排放的廢料等，因此促請各界如愛護生命般愛護河流，否則就威脅河流的“生命”。
設小組找污染源頭
隨著檳州近日爆出多項海洋及河流污染課題，曹觀友指出，檳州行政議會于週三（12日）議決，成立一支由政府單位組成的“河流及海洋污染行動小組”，巡視全州河流和海洋，鑑定有無污染情況。
他說，若鑑定有污染問題，此小組必須找出污染源頭。
此小組由水利灌溉局擔任秘書處，作為成員的9個單位為檳威兩地市政局、環境局、縣署、檳州經濟策劃單位、公共工程局、漁業局、農業局和獸醫服務局。
曹觀友說，河流的污染源頭可能是排污站、商業活動如食肆排放食物殘渣，或工業活動排放的廢料等，此小組最終必須提呈建議給州政府，針對污染問題採取行動。
他補充，由于目前屬于旱季導致沙堆囤積河口及導致侵蝕問題，因此水利灌溉局已獲得治水委員會撥出的款項，在峇都丁宜河、高淵格吉河及吉輦河，進行挖掘工程。
他說，至于丹絨武雅水上清真寺一帶，縣署工程師已巡視該地，並在鑑定需要后，才決定是否在該地進行挖掘工程。
水質不可能回到最清澈
曹觀友直言，雙溪檳榔河的污染程度，不可能下降到第1級（最清澈）。
他隨即拿起桌上一杯礦泉水為例解釋，第1級河流的水質就如礦泉水清澈，一些山間河流的水質也可列為第1級，但雙溪檳榔河的水質，淨化后也不可能如此清澈。
“雙溪檳榔河屬于城市中的河流，去到第2級，已是最好的成績。”

GEORGE TOWN, Feb 12 — Outcry over “black
water” at Sungai Batu Ferringhi last week and surfacing reports of befouled rivers
here have pushed Penang to form a river and marine pollution taskforce to
prevent further contamination of water in the state.
Local government and traffic management
state executive councillor Chow Kon Yeow said the taskforce will include
multiple government agencies, with the Drainage and Irrigation Department (DID)
as the secretariat.
“The taskforce’s immediate responsibility
is to visit all the rivers and the coast on the island and the mainland to
monitor the levels of pollution,” he said in a press conference today.
Representatives from both local councils,
the Department of Environment (DoE), district offices, state economic planning
unit, Public Works Department (PWD) as well as the fisheries, agriculture, and
veterinary departments will all be involved in the taskforce.
Last week, there was public outrage over a
patch of “black water” in the sea in Batu Ferringhi, allegedly from the Sungai
Batu Ferringhi.
Tests showed that the water contained
E.coli bacteria, which the state alleged originated from a waste treatment
plant operated by Indah Water Konsortium (IWK).
IWK later denied polluting the river and
insisted that it only released treated effluent into the river.
Today, Chow said the taskforce will also
identify all sewage treatment plants located in the state and monitor the
release of effluent from these plants.
“We may even require IWK to submit
fortnightly and monthly reports to the taskforce so that we have a better
picture of the effluent discharge from these plants,” he said.
On the rehabilitation of polluted rivers in
the state, Chow said a pilot project to restore Sungai Pinang — once ranked as
one of the seven most polluted rivers in the country — had shown promising
results.
The pilot project, conducted between 2010
and 2011, used the infinitesimal Quantum Persistent Reflection (iQPR)
technology to clean up the river up to Class Two from the previous Class Four.
A Class Four river is considered a dead
river where no marine life survives, while Class One is for rivers with crystal
clear water.
“At one point, Sungai Pinang was a Class
Two when the iQPR was being implemented but since it had ended, the river is
now at Class Three,” Chow said.
Due to the success of the project, the
state has allocated RM5.8 million to continue with the project at Sungai Pinang
to bring the river back to Class Two.
“We hope we can use this iQPR technology
in all the polluted rivers in the whole state but this could cost up to RM100
million, depending on how many rivers,” he said.
He hoped the federal government will
consider funding the rehabilitation of the rivers in the state for the sake of
the environment.
